A. PENGENALAN
Apa itu Selangor Forestry EPermit System (SEFOREST)?
Selangor Forestry EPermit System (SEFOREST) ialah platform dalam talian untuk memohon permit aktiviti pendakian dalam Hutan Simpanan Kekal (HSK) atau kawasan rekreasi yang disenaraikan di bawah pengurusan Jabatan Perhutanan Negeri Selangor (JPNS).
B. PERMOHONAN EPERMIT PENDAKIAN
1. Bagaimana cara memohon ePermit Pendakian?
- Layari laman ePermit: https://forestry.selangor.gov.my/permit/
- Daftar akaun pengguna.
- Pilih lokasi/gunung dan tarikh pendakian.
- Isi maklumat diri dan ahli kumpulan dengan lengkap.
- Tunggu pengesahan emel sama ada permohonan diluluskan atau dibatalkan.
- Buat pembayaran secara FPX / perbankan dalam talian.
- Cetak ePermit setelah diluluskan.
2. Adakah semua laluan pendakian memerlukan permit?
Ya. Semua laluan pendakian di bawah Jabatan Perhutanan Negeri Selangor memerlukan permit memasuki HSK.
3. Bila boleh mohon?
Permohonan boleh dibuat seawal satu (1) bulan atau selewat-lewatnya 48 jam hari bekerja sebelum tarikh pendakian.
4. Bagaimana cara batalkan atau tukar tarikh pendakian?
- Pembatalan boleh dibuat dengan memadam permohonan dalam sistem sekiranya belum diluluskan.
- Jika telah diluluskan, pemohon perlu membuat permohonan baharu.
- Penukaran tarikh pendakian tidak dibenarkan selepas permohonan dihantar.
5. Bagaimana cara menambah peserta selepas permohonan dihantar?
Sebarang penambahan atau pengurangan peserta tidak dibenarkan selepas permohonan dihantar. Pemohon perlu membuat permohonan baharu.
6. Saya pelajar IPT menjalankan kajian kursus akhir, adakah perlu guna sistem ini?
Tidak. Semua penyelidikan akademik IPTA/IPTS tempatan dan luar negara perlu membuat permohonan secara manual melalui surat rasmi kepada emel jabatan.
7. Bagaimana nak tahu lokasi kajian saya dalam HSK atau tidak?
Sila rujuk senarai kawasan HSK di laman web dan Facebook rasmi JPNS.
8. Bagaimana prosedur permohonan bagi warga asing?
Permohonan boleh dibuat dengan mendaftar menggunakan nombor pasport.
9. Berapa jumlah maksimum peserta?
Tiada had maksimum bagi satu permohonan. Walau bagaimanapun, kuota peserta adalah berbeza mengikut lokasi pendakian.
10. Bolehkah mohon permit untuk program sekolah, IPT, CSR atau korporat?
Boleh. Pengarah program atau wakil perlu mengemukakan permohonan kepada JPNS dan surat maklum balas akan diberikan sebelum permohonan dibuat.
11. Adakah bayaran boleh dipulangkan?
Bayaran yang telah dibuat tidak akan dikembalikan.
12. Adakah kanak-kanak boleh sertai aktiviti pendakian?
Boleh. Keselamatan adalah di bawah tanggungjawab sendiri.
13. Adakah semua peserta wajib membawa permit?
Ya. Setiap peserta mesti membawa salinan permit (cetak atau digital) bersama IC atau pasport.
C. PERKHIDMATAN MALIM GUNUNG PERHUTANAN
1. Apakah itu Malim Gunung Perhutanan (MGP)?
Malim Gunung Perhutanan ialah jurupandu pendakian yang dilantik dan diiktiraf oleh Jabatan Perhutanan Semenanjung Malaysia dan dikawal selia oleh JPNS.
2. Apakah peranan MGP?
- Membimbing dan memastikan keselamatan peserta.
- Membantu dalam situasi kecemasan.
- Memastikan pematuhan undang-undang dan peraturan JPNS.
3. Adakah perkhidmatan MGP diwajibkan?
- Wajib bagi pendakian berketinggian 600 meter dari aras laut ke atas.
- Tidak wajib bagi laluan di bawah 600 meter tetapi digalakkan.
4. Bagaimana mendapatkan perkhidmatan MGP?
Hubungi Persatuan Malim Gunung Perhutanan Negeri Selangor (013-4952933) atau Persatuan Malim Gunung Hulu Selangor (019-9194471).
5. Adakah bayaran MGP berasingan?
Ya. Bayaran permit adalah RM5.00 seorang. Caj perkhidmatan MGP ditentukan secara persetujuan bersama.
6. Bilangan peserta bagi seorang MGP?
Maksimum tujuh (7) orang peserta bagi seorang MGP.
7. Jika MGP tidak hadir atau melakukan kesalahan?
Peserta perlu segera menghubungi pegawai JPNS.
D. MASALAH BIASA & ADUAN SISTEM
1. Tidak boleh log masuk sistem
- Pastikan emel dan kata laluan betul.
- Gunakan fungsi “Lupa Kata Laluan”.
- Jika gagal, emel ke webjpnselangor@forestry.gov.my dengan IC dan nombor telefon.
2. Butiran peserta
Pastikan semua maklumat peserta lengkap dan tepat.
3. Status permohonan “Pending” terlalu lama
Tempoh semakan ialah 24 hingga 48 jam hari bekerja.
4. Ingin kemaskini maklumat selepas pembayaran
Tidak dibenarkan. Pemohon perlu membuat permohonan baharu.
5. Masalah keselamatan akaun
- Tukar kata laluan segera.
- Laporkan kepada pihak jabatan.
6. Lebihan pembayaran
Sebarang bayaran yang telah dibuat tidak akan dikembalikan.

A. INTRODUCTION
What is the Selangor Forestry EPermit System (SEFOREST)?
The Selangor Forestry EPermit System (SEFOREST) is an online platform for applying permits for hiking activities within Permanent Reserved Forests (PRF) or listed recreational areas managed by the Selangor State Forestry Department (JPNS).
B. HIKING EPERMIT APPLICATION
1. How do I apply for a Hiking ePermit?
- Visit the ePermit website: https://forestry.selangor.gov.my/permit/
- Register a user account.
- Select the hiking location/mountain and date.
- Fill in personal details and group members’ information completely.
- Wait for email confirmation on whether the application is approved or rejected.
- Make payment via FPX / online banking.
- Print the ePermit once approved.
2. Do all hiking trails require a permit?
Yes. All hiking trails under the Selangor State Forestry Department require a permit to enter PRF areas.
3. When can I apply?
Applications can be made as early as one (1) month or at least 48 working hours before the hiking date.
4. How do I cancel or change the hiking date?
- Cancellations can be made by deleting the application if it has not yet been approved.
- If the application has been approved, a new application must be submitted.
- Changing the hiking date is not allowed after submission.
5. How do I add participants after submitting the application?
Adding or removing participants is not allowed after submission. A new application must be made.
6. I am an IPT student conducting a final-year research project. Do I need to use this system?
No. All academic research applications from local and international IPTA/IPTS must be submitted manually via an official letter to the department’s email.
7. How do I know whether my research location is within a PRF?
Please refer to the PRF area list on the official JPNS website and Facebook page.
8. What is the application procedure for foreign nationals?
Applications can be made by registering using a passport number.
9. What is the maximum number of participants?
There is no maximum limit per application. However, participant quotas vary by hiking location.
10. Can permits be applied for school, IPT, CSR, or corporate programs?
Yes. The program director or representative must submit a request to JPNS. A response letter will be issued before the permit application can proceed.
11. Are payments refundable?
Payments made are non-refundable.
12. Are children allowed to participate in hiking activities?
Yes. Safety is the sole responsibility of the participants.
13. Are all participants required to carry the permit?
Yes. Each participant must carry a copy of the permit (printed or digital) together with their IC or passport.
C. FORESTRY MOUNTAIN GUIDE SERVICES
1. What is a Forestry Mountain Guide (MGP)?
A Forestry Mountain Guide (MGP) is a hiking guide appointed and recognized by the Forestry Department of Peninsular Malaysia and regulated by JPNS.
2. What is the role of an MGP?
- Guide and ensure participant safety.
- Assist during emergency situations.
- Ensure compliance with JPNS laws and regulations.
3. Is the MGP service mandatory?
- Mandatory for hikes at elevations of 600 meters above sea level and above.
- Not mandatory for trails below 600 meters, but highly recommended.
4. How do I obtain MGP services?
Contact the Selangor Forestry Mountain Guide Association (013-4952933) or the Hulu Selangor Mountain Guide Association (019-9194471).
5. Is the MGP fee separate from the permit fee?
Yes. The permit fee is RM5.00 per person. MGP service charges are determined by mutual agreement.
6. Number of participants per MGP?
A maximum of seven (7) participants are allowed per one (1) MGP.
7. What if the appointed MGP fails to attend or commits misconduct?
Participants must immediately contact a JPNS officer.
D. COMMON ISSUES & SYSTEM COMPLAINTS
1. Unable to log in to the system
- Ensure the email and password are correct.
- Use the “Forgot Password” function.
- If unsuccessful, email webjpnselangor@forestry.gov.my with IC and phone number.
2. Participant details
Ensure all participant information is complete and accurate.
3. Application status “Pending” for too long
The review process takes 24 to 48 working hours.
4. Updating information after payment
Not allowed. A new application must be submitted.
5. Account security issues
- Change your password immediately.
- Report the issue to the department.
6. Overpayment
Any payment made will not be refunded.
